It's basically like the old dispersed refraction material trick where you use three materials with a red,gren, and blue color with different IOR's and then blend them together. This material however uses normal bump maps to shift the reflections in different directions to create a spectrum effect. I've included a link to an image that shows a screencap of the material in Slate. I have added a fue controllers to make it easier to change the bump amount, IOR amount for reflection purpouses, glossiness and a VRayColor that drives the blending in the VRayBlendMtl. When you open the material the controllers will not be visible and you don't really have to show them if you don't want to... just open one of the RGB materials and change IOR, Glossiness or bump amount and the others will change as well since they use the same controller. Of course you can remove the controllers altogether and use different amounts, for example the glossiness, on the materials to create materials that blur more or less in some color channels.
